Microsoft retires the Power Apps per app plan

Although not yet officially announced by Microsoft (but shown in the January 2026 licensing guide), the Power Apps per app plan has been retired, seemingly with immediate effect.

What was the Power Apps per app plan?

A per app plan allowed a user to run a single canvas app, model-driven app, or portal app for a specific business scenario utilising the full capabilities of Power Apps, including Premium Connectors. It was useful for light users of the Power Platform – giving them low-cost access to the functionality of Microsoft Dataverse and applications built upon it.

Why have Microsoft retired the per app plan?

Without an official announcement, it’s difficult to be certain as to why Microsoft have made this change, but it’s likely due to them wanting to simplify Power Apps licensing and to make it easier to monitor licence usage across an organisation.

My organisation uses Power Apps per app plans – what are my options?

The per app plans will be available to use up until your subscription renewal date; at this point, you will need to migrate these users onto a different licence. There are a few options available:

  • Power Apps per app Pay-As-You-Go Meter – enables individual users to run one custom app. This option is best for businesses that want to pay-as-you-go for only the users who access a Power App one or more times in a month. The current price for this is £7.60 per active user per app per month.
  • Power Apps Premium – best for organisations that want to have just one licence for a user, regardless of the number of apps they need to run. This licence enables licensed users to run unlimited custom apps and have access to unlimited Power Pages websites. The current price for this is £15.40 per user per month (annual commitment paid annually).
  • Power Apps Basic – included with specific Microsoft 365 and Office 365 licences. Premium and Custom Connectors are not included and only allows access to Dataverse for Teams.

Summary

Although the Power Apps per app plan will have been widely used due to its low cost, managing its usage has always been difficult, so a migration to the other licence types makes sense in that regard. Depending on how your users are currently using their existing licences, the most appropriate plan to move your users to may not be immediately obvious.
