Changes have been announced that simplify the licensing of Microsoft 365 Copilot, but also broaden the scope of the product and make it better value for money.
What Microsoft 365 Copilot changes have been announced?
Access to Copilot Studio
From September 1st, 2025, access to Copilot Studio is now included with a Microsoft 365 Copilot licence, including access to agent flows, AI tools and deep reasoning. If agents are running using a licensed user’s identity, then usage is included. For non-authenticated users, for instance in a Business-to-Consumer scenario, then Copilot credits will continue to be used as payment.
New builder experiences
Depending on the requirements of an agent, two builder experiences can be used:
- Lite Experience (formerly called agent builder) – used to quickly create an agent for yourself or a small team, using natural language and existing content (for example, a bot that answers questions from SharePoint documents and emails). The lite version is simple, accessible, and integrated, so you can build agents in context without any code. Accessed from within Microsoft 365 Copilot.
- Full Experience – used if you need an agent for a wider audience (such as your whole department, organisation, or external customers) or if your agent requires advanced capabilities like multi-step workflows or custom integrations, or you need more control over deployment and management. Accessed from Microsoft Copilot Studio.
Role-based Copilot update
From October 10th, 2025, Microsoft 365 Copilot users will automatically gain access to the following AI-based role solutions at no extra charge:
- Microsoft 365 Copilot for Sales
- Microsoft 365 Copilot for Service
- Microsoft 365 for Finance
Prior to October 10th, each of these solutions would have required a step-up licence of £15.40 each, per user per month (the step-up SKU itself will be retired). For more information on this aspect of the updates, click here to review Microsoft’s own announcement.
Is there anything I need to do?
No. If you already have one of the Sales, Service or Finance SKUs, you will automatically be transitioned to the Microsoft 365 Copilot SKU at renewal.
Summary
It’s clear that Microsoft are keen to increase Copilot’s uptake across all industries and have also recognised that having similar SKUs can get confusing, so these changes are welcome, particularly as it will save businesses money.
